PRESE RELEASE Geneva, August 15, 2025 – After two weeks of intense negotiations in Geneva as part of INC-5.2, Member States failed to reach an agreement on the text of a Global Plastics Treaty. Members of the Interparliamentary Coalition to End Plastic Pollution (ICEPP) regret this outcome, as an agreement was within reach.
This deadlock is a collective lesson: consensus at any cost has once again proven incapable of delivering a treaty commensurate with the urgency of the crisis – an agreement that the world is waiting for.
Multilateral processes require time and patience, but they can also adapt and take new forms. This is reflected in the mobilization of more than 50 parliamentarians from over 30 countries, united by the common will to work together to resolve this crisis.
The interests of our citizens and the protection of the environment in which they are born and thrive must serve as the compass for all action. As elected representatives, this is also our duty and our commitment.
We call on governments worldwide to continue discussions with effectiveness and determination, in order to achieve an ambitious, legally binding, and clearly defined treaty, capable of addressing both the urgency and the scale of the crisis.
The absence of a treaty today does not diminish our capacity to act. Our coalition remains mobilized: whatever the outcome of the negotiations, we will continue this fight. With or without a text, we will work tirelessly and use every legislative tool at our disposal to amplify our citizens’ voices.
In the face of the plastic crisis, we will act in a spirit of collaboration, guided by the highest standards of environmental and public health protection.We call on parliamentarians around the world who share this commitment to join us in turning this unprecedented challenge into a collective victory.
